Can you be governed without consent?

As I understand things, a Social Security Number or Social Insurance Number make you an employee/agent of the government as on their end such Identification numbers are referred to as "Employee Identification Number." Being an employee you are held up to the standards of obeying all company policies and statutes (what they call "laws"). Can the government refuse your desire to no longer be under their employ?
